County Commission met with Darin Hamelink, MoDot, and signed the program agreements for BRO-B006 (17), BRO-B006 (18), BRO-B006 (19) and BRO-B006 (20).
County Commission met with Mitch Shaw, Sheriff, and discussed the Radar Grant. The grant will be funded through the Federal Seisure Money Fund and then reimbursed when the grant money comes in. County Commission will be provided documentation both ways on the transaction.

County Commission met with Tom Ryan, Emegency Management Director, and discussed buyin a replacement box for the repeater tower located at NW 20th Rd/NW 30th Ln. They also discussed ordering ten weather barometer radios that give the wind speed and temperature for the storm spotters.
County Commission met with May Miller, Davis Insurance, and discussed the responses from AT&T adn Deputy Jordan Justus on the 911 system at the jail. She will ask the claims deparment questions and give them her information and will get back to the Commission.

Approved April Expenditures
County Commission met with Todd Karl and Brent Trease, AT&T, they went over the bids that were submitted on March 4, 2013 fo rthe 911 system. They gave the Commisison information on the higher bid prices quoted before bids were let. Most of the changes were due to software, virus protection, monitoring patches and updates from servers with a five year support. The Commission will make a decision at a later date.
County Commission met with Mike Moyer, Green Life. He gave the Commisison a quote on seeding, fertilizing and spraying/aerating the Courthouse lawn.
Bids were opened for Plat Books. Two seperate bids were received from Mapping Solutions. 1.) 170 plat books and 30 wall maps. Books will be priced at $25.00 each and maps will be $35.00 each. 2.) 400 plat books at $20.00 each. Dennis Wilson motioned to accept the bid for 170 books and 30 maps. Jeff Tucker seconded and all agreed.
The 2013 Jail Agreement between the City of Lamar and the County was signed.

Approved Monthly Reports - Sheriff
County Commission met with Ivan Frieden, Assessor, Kristina Crockett, County Clerk, Nikki Brand, Deputy County Clerk and Barba Parrish, Collector/Treasurer. A discussion was held on how the adds and abates are working out between the Assessor's Office, County Clerk and Collector. They reviewed problems and concerns the Clerk's office had with not getting enough or the right information from the Assessor's offic e. They also discussed the work ethics of Joyce duncan in filling out information on the assessment sheets. Ivan said "he would talk to her and if the problem continued he would find someone else to do the job". They will meet again on May 13th to see if the situation has improved.
County Commission met with Dave Stout concerning work he had done on the phone system. The County does not have any contracts for fixing the phone system at this time. Dave will turn in a bill for the time he spent working on it.
CART funds ($3000.00 per township) will be disbursed to the townshiops on Tuesday, April 16, 2013 at the Township Officials Breakfast.

Approved Monthly Reports - Collector and Prosecuting Attorney
County Commission met with Lee Lake, Dan Hayworth, Ben Phillips and Dave Eaves of Barton County Rescue and Recovery and Tom Ryan, Emergency Management Director, and discussed the county handling funds for Barton County Rescue and Recovery. The County Commission agreed to do this. Tom Ryan let the Commission know that they could use the first responders training funds to purchase shirts and pay for the training they need.
County Commission met with Darin Hamelink, MoDot, and discussed possible BRO Bridges for 2013.
County Commission reviewed and filed the County Clerk's Annual Inspection of Polling Places.
Mike Davis signed the Hazard Mitigation Resolution 2013-1 stating Barton County is participating in the Natural Hazard Mitigation.
Information was received from the Sheriff's Department that Ronald Kirby was hired as a part-time jailer on April 4, 2013. His rate of pay will be $8.00 per hour.

County Commisison met with Deputy Vernon Ring and Head Jailer Jeremy Belcher and discussed state jail regulations on food and safety. They also informed the commission of lock and tile problems at the jail.
Charles Koenekamp met with the Commission to see about purchasing the Robert Byrd property in Golden City (back taxes totaling $1800.00). He offered $500.00 plus $30.00 recording fee. The Commisison accepted the offer of $530.00 from Mr. Koenekamp on the condition that he clean up the lot. The property is described as Lots 10, 11 & 12 Block 9 Original town of Golden City also known as 908 Pine.
Information was received from the Sheriff's Dept that Ray Cliffman and David Starbuck were hired as reserve deputies on March 18, 2013 for $8.00 per hour.

Approved Monthly Reports - Sheriff
County Commission met with Mitch Shaw, Sheriff. They discussed an agreement with Barton and Vernon Counties on the housing of prisoners. Mitch will make changes to the agreement and get back to the Commission to have it signed.
Information was received from Collector/Treasurer, Frances Cato, that she was requesting an increas in Dean Sullivan's pay beginning with this pay period (February 17, 2013). She was asking for $8.75 per hour.
Information was received from the Sheriffs Department that Franklin Rawlings was terminated March 5, 2013 from employment.
County Commission met with Brandi McInroy and Dave Heumander, Juvenile Office, and discussed the furniture in the office down stairs.
County Commission reviewed and filed the 2012 Financial Statement for the 15 Townships.

County Commission met with Mitch Shaw, Sheriff. He had questions concerning the 911 bids. He also gave the Commisison updates on 911 calls through the dispatch center.
A discussion was held on having a Township Officials Breakfast at the Party Oasis. The breakfast will be Tuesday, April 16, 2013 at 8:00 a.m. CART contracts will be signed that day.
A retirement reception will be held March 21, 2013 at the Thiebaud Auditorium in honor of Frances Cato's 42 yeards of service to Barton County in the Collector/Treasurers Office.

County Commission received information from Ryan Dingman, MoDot, of the County bridge Inspections for Barton County. Ryan will meet with the Commissioners starting on Tuesday, March 12, 2013 until done.

County Commission met with Russell Placzek, Oden Enterprises and Brian Orr, Toth & Associates Inc., Consulting Engineers and discussed possible BRO Bridge Projects. they will meet with Brian on March 7, 2013 at 10:00 a.m. to look at different sites.
A Letter of Udnerstanding was signed between Barton County and the Barton County CDC.

County Commission met with Mary Miller, Davis Insurance and Lanny Cowell & Christian Fuller, Cowell Co Inc. and discussed Workman's Comp Insurance.
County Commission met with Frances Cato and Barba Parrish and discussed the CD at Heritage State Bank that has matured. Frances had gotten quotes from two different banks on interest rates. Dennis Wilson motioned to move the $1,000,000.00 that is in a CD at Heritage and put it in the checking account at LBT. Jeff Tucker seconded and all agreed.
County Commission met with Casey Chastain and Sunny Fuller, Connell Insurance and discussed Workman's Comp Insurance.
Jeff Tucker motioned to hire a human resource person to review the County Personnel Policies. Dennis Wilson seconded and all agreed.
County Commission met with Larry Beatty, BCAD, and signed a bill of sale for the 2004 F450.
County Commission met with Sheriff Mitch Shaw. He gave the Commission a report of the 911 calls for the week that dispatch had handled.

A discussion was held concerning the audit findings. A letter was received from Collector/Treasurer, Frances Cato, that she had received cash totaling $945.00 on February 5, 2013 from Sheriff L. Mitchell Shaw to be deposited into the Federal Forfeiture Fund. These funds are a result of the audit conducted by the State Auditor's Office.
County Commission met with Je Kelly, HSTCC, concerning the Barton County Hazard Mitigation Plan.
Information was received from the Sheriff's Department that Paul Emery had been hired on February 5, 2013 as a part-time dispatcher at a pay rate of $8.00 per hour. Also that Brenda Bogar had been hired on January 22, 2013 as a part-time dispatcher at a pay rate of $8.00 per hour.
County Commission met with Sheriff Mitch Shaw. He presented a letter to the Commission about a law suit against the County.
County Commission met with Tom Ryan, Emergency Management Director, and discussed spotter classes and the old ambulance they are replacing at the Ambulance District.
Prosecuting Attorney, Steven Kaderly, brought in a letter signed by Judge Bickel requesting a Special Prosecutor.

A conference call was held between Kurt Carmall, Brent Trease and Todd Carl, AT&T and the Commisison.
County Commisison will be attending the CCAM training in Jefferson City February 6-8, 2013.
A discussion was held concerning a tax sale property on Lot 10-11-12 Block 9 Original Town of Golden City. Total delinquent taxes totaling approximately $1800.00 for seven years.
County Commission met with Jason Shelfer and signed an agreement between the Commission, State of Missouri, Circuit Clerk and Prosecuting Attorney for the Department of Social Services.
The recent audit conducted by the State was received and reviewed.
Information was received from the Sheriff's Office that the Sheriff was meeting with the Golden City Council to negotiate a contract for services.
Information was received from Frances Cato that Brittanica Born was hired as a part-time Collector/Treasurer Deputy on February 4, 2013 at a pay rate of $9.00 per hour.
Bids were opened on election equipment. One bid was recieved from Atkins Printing for $62,320.00 Dennis Wilson motioned to accept the bid. Jeff Tucker seconded and all agreed.
Dennis Wilson motioned to talk to Sheriff Shaw and tell him he needed to let the deputy that broke into the 911 equipment go. Motion died for lack of a second.
County Commission met with Ken Brous, Richland Township. He needed a ditch 3/4 mile east of I-49 cleaned out an a retaining wall built to keep it from washing. Commission inspected site and gave suggestions on improvements.

A contract for services between the County Commisison and Tom Ryan was signed for 2013 for Emergency Management Director. $9,600.00 per year expiring December 31, 2013.
County Commission met with Lee Lake, diver for Barton County Public Safety Divers and Tom Ryan, Emergency Management Director, and discussed the program for certified divers within the county. Barton County has 12 in the program and eight of them are certified.
County Commission met with Frances Cato and Collector-Elect Barb Parrish and discussed wages for a full-time Deputy Collector. The Commission decided $9.00 per hour while part-time and $9.50 per hour when they go to 37.5 hours per week.
Information was received from the Sheriff's Dept. that Brenda Bogar was hired January 22, 2013 as a full-time dispatcher. Her rate of pay will be $7.69 per hour. Also received word that Franklin Rawlings was hired January 22, 2013 as a part-time jailer. His rate of pay will be $8.00 per hour.

The Cook Faubion Cemetery Annual Financial Statement was reviewed and approved.
Timesheets were approved to be paid on Thursday, January 24, 2013.
A presentation was given to the Commission by Micro Data. Trent Short gave the presentation. Also attending were Todd Karl and Brent Trease from AT&T.
Bids were decided to be sent to the two local papers for the new 911 Equipment. they will need to be back by Friday, March 1st by 4:30 p.m. County Commission will open bids on Monday, March 4, 2013.
The 2013 Budget was finalized as follows: General Revenue, $1,378,865.00; Road and Bridge, $1,100,560.00; Law Enforcement Sales Tax, $699,672.03; Assessment, $181,840.00; 911, 464,450.00; All other funds, 1,358,744.00

Dennis Wilson motioned to sell a lot in Liberal (209 E Yale) Lot 17 Block 1 Walsers Third Addition, containing approxiamately 43 acres to Brent Hanshaw for $1000.00. The lot had been on the delinquent tax sale the past six years. Jeff Tucker seconded and all agreed.
A discussion was held on the three year commitment to the CDC. It was decided to go to a one year commitment on funds ($25,000.00).
Discussed 2013 Budget.
Meeting was adjourned. The County Commission will continue working on the 2013 Budget on Monday, January 21, 2013 at 10:00 a.m.

A WebEx 911 demonstration was held on the Cassidian Patriot 911 System. Brent Treast and Todd Karl from AT&T gave the presentation to the County Commission and Sheriff, Mitch Shaw.
County Commission met with Teresa Moore, Public Administrator. She wanted to add an additional $150.00 to her budget to cover a legal cost.

According to AT&T, the lock was cut and equipment tampered with resulting in one station permanently being down and the other station is in poor condition. thus, the equipment will have to be replaced in 2013.

County Commission discussed closing the Courthouse on Monday, December 24, 2012. After the discussion it was decided to add December 24, 2012 as a holiday. The County Commission will meet on Wednesday, December 26, 2012 that week.
Bids were discussed. it was decided to bid all things for 2013. The bids will be opened on Wednesday, December 26, 2012 at 2:00 p.m. This will include the following bids: Track hoe work, dozer work, crane work, pre cast slab bridge decks, bulk off road diesel fuel, rock, rock hauling, metal culverts, concrete culverts, rebar, six sack mix concrete & fiber. Also, medical, psychological and pharmaceutical services and food services at the jail.

County Commission received information from the Barton County Health Department that Doris Kelsey had resigned her position on the County Health Board. The Health Department Board recommended Janice Bowmna to replace Doris until the April 2013 Election to fulfill Doris's unexpired term.
County Commission traveled to the Barton County Water District to look at their mapping system.
Information was received from Tome Ryan concerning the 450 Diesel chassis the ambulance has. They would like to donate it to the County's Emergency Management to be used as a truck for moving equipment. All they would need to do would be to buy a bed for it.

They also traveled to NW 30th Rd approximately 4/10 west of the intersection of Highway W to get the bridge measutments. 1" rebar was ordered from Viebrock Sales for this.
County Commission met with Sheriff, Mitch Shaw and Circuit Clerk, Janet Maupin, to discuss video arraignment. Janet will check on the security license agreement that is needed to finalize the video arraignment from the jail to the courthouse.

After the County tax sale, Mike Billions met with the Commission, he had placed a bid of $300.00 on the property at 901 Tucker Street, Mindenmines. The Commission told him there would be additional charges of $5.00 sale fee and a recording fee added to the $300.00 and that he would be responsible for the 2012 taxes on it. Dennis Wilson montioned to sell the property to Mike Billions under the condition that he clean it up. Bonda Rawlings seconded and all agreed.
Dennis Wilson motioned to adopt resolution 2012-4 to revert back to our prior tax rate ceiling of $.0500 per $100 valuation. Bonda Rawlings seconded and all agreed.
A roll-call vote to opt out of SB960 as provided by law was held. This will allow all political subdivisions of Barton County to continue calculating a single tax rate for all property. Mike Davis, yes; Dennis Wilson, yes; Bonda Rawlings, yes.
Dennis Wilson motioned to adopt the code of Ethics as required by law for the County of Barton. Bonda Rawlings seconded and all agreed.
The County Commission reviewed the tax rate established on October 1, 1991 for the E-911 Emergency Services for Barton County and that rate will be the amount not to exceed 15% of the tariffed local service rate or .75 cents per access line per month, whichever is greater and shall be imposed in all portions of the County.

County Commission met with Henry Lopez, Golden City Mayor, and discussed the contract for policing Golden City by the Sheriff's Department. County Commission talked to Mike Billionis and Frances Cato about a piece of property on the tax sale list that is located in the town of Mindemine (901 Tucker) A final decision will be made after the August 27, 2012 tax sale.
County Commission met with Mike Divine, Lamar Township Board, and discussed buying a whistle for NE 15th Lane. He told the Commission that Lamar Township would buy the culvert if the Road and Bridge crew would install it. The County Commission agreed to install it for them.

Mike Davis met with Davis O'Connor, MoDot, on Friday, July 27, 2012 at SE 50th Ln and an inspection of Bridge 3690002 was held. There was a need for routine maintenance of removing drift and repairing the north abutment but as far as the structure, it is currently a 5-ton posting and will continue to be for several years.

The County Commission and the Assessor signed a contract for computer data entry with Robin Brous for a total sum of $4,500.00. This will be taken out of General Revenue. There will be three payments made of $1,500.00 each with the first being made on July 30, 2012, second on being August 27, 2012 and the final made upon completion of the work. contract will be in effect June 18, 2012 until approximately October 1, 2012.

Also that Brock Rose and Elroy H. Hubbard both began training as part-time jailers on June 11, 2012 at a pay rate of $7.25 per hour. County Commission met with Rudy Snedigar, BCMH and Greg Bramwell, USDA Rurual Development. They brought in a letter from teh USDA for signatures of the County Commissioners to amend a paragraph in teh original letter to change loan from a single party revenue bond to a single junior revenue bond. All other conditions will stay the same.
County Commission met with Ivan Frieden, Assessor, he had questions concerning hiring extra help to do data entries.

County Commission met with Ben Reed, Barton County Soil and Water, concerning questions the county had on the breakdown of the $4,000.00 that ws budgeted to them. Ben brought in amounts to the Commission on how the money was spent. Also present were Leon Phipps and Darrell Kentner, Board Members.
A public hearing was held for the petition for annexation of the City of Golden City into the Barton County Ambulance District. Attending were Barbara Chappel, Golden City, Larry Beatty, Barton County Ambulance Director and Rob Spencer, Barton County Ambulance Co-Director. Dennis Wilson motioned to put this request on the August ballot. Bonda Rawlings seconded and all agreed.
A discussion was held about the brick project that Rotary started prior to 2007. The Commission notified Nancy Curless, Rotary President, that something needed to be done soon about all the loose bricks. She will bring it up to Rotary and get back to the Commisison as soon as she can.
A discussion was brought up by Bonda Rawlings about hiring an additional employee for Road and Bridge. It ws decided to talk about this again next week.

A resolution authorizing a Tax-Exempt Financing Compliance Procedure relating to bonds issued for BCMH. On April 30, 2012 there was no County Commission meeting held due to the absence of Bonda Rawlings and Dennis Wilson. Mike Davis was present and talked to the follwing: Larry Teson, Environmental Specialist with the Department of Natural Resources. The two discussed reclamation projects in Barton County; Dennis Wood, Richland Township Landowner, and discussed drainage problems east of Brous's Corner (SE 30th Rd) and Gary Fast, Richland Township Board Member, they discussed a problem with a railroad crossing culvert. Mike contacted Jack Wright, Railroad Liaison for the State, to see about getting it fixed.

County Commission met with CL Squires, Landowner, Henry Taffner and Alvin Collins, Milford Township Board Members and Terry Winchell, Milford Grader Operator. They discussed a water problem at teh intersection of NE 70th Lane/NE 70th Road.
Information was received from the Sheriff's Departmetn that Justin Rutledge went to full-time jailer on April 10, 2012. His rate of pay will be $7.69 per hour. Donald White went to part-time jailer on April 10, 2012. His rate of pay will be $8.00 per hour. Mickey Mason was terminated from his bailiff position on April 14, 2012.
Tom Ryan, Emergency Management Director, gave a presentation on the IRIS System. A discussion was later held with Dennis Wilson making the motion to have Barton County go to this system and pay the first two years thru the 911 budget. Information was received from the Sheriff's Department that Russell Boyd terminated his employment as a jailer. His last working day will be April 4, 2012. Kenneth Reinert will go from full-time jailer to part-time jailer starting April 7, 2012. He will go to contract labor at $8.00 per hour. Travis Buck started as a part-time Reserve Deputy/Bailiff on March 6, 2012 at a rate of $8.00 per hour.
County Commission met with Crawford County, Kansas representatives Jim Emmerson, Legal Counsel, Carl Wood, Linda Grilz and Gary Smith, Southwest Township Board and discussed the maintenance of six miles of road on the SW Towship/Kansas State Line. They also discussed the replacing of culverts. Gary Smith said he would take the information back to the township board and would talk with them later. The commission would visit the culvert issue when it is needed.

County Commission met with Dave Stout, Computer Tech, and discussed the server that is now out of warranty. The Commission discussed purchasing an extended warranty for 3 more years.
A discussion was held on the bridge approximately 1.1 miles east of Hwy J on SW 20th Rd in Lamar Township. Bids will be due on March 26, 2012 at 2:00 p.m. for pouring and forming abutment walls for this project, P2012-1.

County Commission met with Tom Ryan, Emergency Management Director, he gave an update on teh damages of the February 28, 2012 EF-1 tornado and straight line winds that did damage throughout Barton County.
The 2012 Emergency Management Ordinance was signed.
Information was sent to Vernon County Commission on teh three culvert projects on NE 100th Rd by the Road and Bridge Crew. Total cost was $5,721.14. Vernon County's half is $2,860.57.
County Commission met with Sean Matlock and Kevin Marti, MoDOT, and discussed the project cost of the 71/30th Rd rams and 1st St/71 overpass.
County Commission met with Frances Cato, Treasurer/Collector and Ivan Frieden, Assessor. Frances wanted to let the Commission know she has repeatedly notified Mr. Frieden that the work product of an employee in his office was unacceptable. She then gave a list of problems to the Commissioners and stated that "it will creat a profound disservice to all the residents of Barton County when she (Frances) leaves her office as the person elected ot replace her can not know what to look for to fix problems" and that Ivan should find someone who could actually do the job.

County Commission met with Larry Fausett and Phil Carroll, Vice Presidents Finley Engineering, and discussed the mylars that they have with the county's mapping. They informed the Commission that the 2011 updates were not made on them. They are supposed to bring back an estimate for making these changes.
County Commission met with Gary Glasgow about the scheduling conflict with the car show and the Downtown Association reinactment the weekend of October 13-14. Mary Miller also met with the Commission representing the Downtown Association and the two of them seemed to work out the scheduling conflict.

A conference call was held with Mike Arnim explaining the IRIS System and how it works. He will draft a proposal for teh county to see and get back to the Commission and Tom Ryan, Emergency Management Director.
Bids were finalized on the Sheriff's Department vehicles as follows: 2002 Cown Victoria to Dwight Sprouls for $700.00, 2007 Ford Truck to Dwight Sprouls for $10,500.00 and 2006 Ford Econoline Van to Roger Mathews for $8,600.00. These bids were accepted and vehicles sold.
County Commission met with Hannah Moyer and Kenna Roland, 4-H Youth and Elaine Davis, 4-H Leader. They gave an update on the cost of the Rick Mammen Memorial Sidewalk.

Kristina Crockett, County Clerk, spoke with the Liberal News and Lamar Democrat on prices for printing the financial statement. Due to circulation of subscriptions, she chose the Democrat for the publication of the County Financial Statement.
A discussion about the bridge replacement on SW 20th Rd east of Leonard Marti's was held. It is an Oden Bridge.
Dennis Wilson motioned to invest $1,000,000.00 for one year at Heritage contingent upon pledging securities of $1,000,000.00 at .75%. Bonda Rawlings seconded and all agreed. County Commission met with Bruce Sprinkle, Mindenmines, concerning more police protection for Minden. Sheriff Mitch Shaw and Deputy Vince Ashworth were also in attendance.
County Commission met with Terry Winchell, Milford Townshiop Grader Operator, and discussed four culverts that needed attention.
A lease agreement between Stutesman Construction Inc. and the Circuits of Barton, Cedar, Dade and Vernon Counies was signed for another three years for office space.
County Commission met with Tom Ryan, Emergency Management Director and Theresa McAvoy and discussed the rent contract with her for 2012-15 for $250.00 per month. No changes were madde for this. It wil be due for signing in May, 2012.

County Commission met with Kathy Macomber and Jay Chism, Barton County Extension, they brought Wyatt Miller with them to be introduced to the Commission. He will be working in Lamar as the agronomist for 20 hours per week starting December 19, 2011.

County Commission decided to meet on Thursday, December 29, 2011 from 9:00 a.m. until approximately noon to do end of the year business.
County Commission traveled to the Lamar MoDot Maintance Bart to attend the dedication fo the overpass on 30th Rd/71 Hwy.
County Commission agreed to pay one half of the bill for stencil and dye for teh 4-H Youth Project in memory of Rick Mammen. Danny Miller agreed to only charge 1/2 on his labor bill for this project.

Jim Townsend, H & L Pipeline, notified the Commission that they would be movinga generator on 537' of SW 160th Ln in Barton County from Asbury to Galena, KS for Empire on an emergency move. Buddy will go inspect the culverts and bridges on the road to see if they can withstand the weight limit and then get back to Jim with his findings.

Assessor, Ivan Frieden and Jean Gastel came in to discuss mapping. Finley Engineering is having equipment problems and can no longer print maps. Finley's provided the County with information and possible solutions for the future.
Dennis Wilson, District One Commissioner and 4-H members came in during the week and spray painted the outline of the proposed Rick Mammen Memorial Sidewalk Project.

Dennis Wilson motioned pursuant to RSMo 67.150 to let health insurance bids. Bids willb e due Thursday, December 1, 2011. County Commission will open bids on Monday, December 5, 2011 and will render their decision by Monday, December 12, 2011. Bonda Rawlings seconded the motion and all agreed. Specs can be picked up in the County Clerk's Office.
Dennis Wilson motioned to re-invest $350,000.00 CD with Heritage State Bank for six months at .5%. Bonda Rawlings seconded and all agreed.

Approved Monthly Reports - Circuit Clerk and Recorder of Deeds
County Commission met with Robert Lehman, Grounds Keeper, and talked about removing the dead and diseased cedar bushes at the entrances to the Courthouse. All Commissioners agreed to have them removed and disposed of.
County Commission met with Dan Salsbury, MoDot, and held a preliminary planning meeting to discuss the overpass over Highway 71 at 1st Street. Those attending were; John Lawrence, Earl Higgins, Joe and Kathy Pace, adjacent landowners, Jerry Marti, Lamar Heights Mayor and Richard Cooper, Lamar Democrat.
A hearing was held in the large courtroom on teh changes in teh Food Establishment Public health Ordinance for Barton County. Brian Oberman explained the changes to the current ordinance to teh 25 concerned citizens attending and then a question and answer period was held. The Health Department Baord decided to take the suggestions that were brought up during the hearing and discuss them at their next board meeting on November 22nd at 7:00 p.m. Then the board will come back and discuss it with the County Commission.

County Commission met with Linda Talbott and Brian Oberman from the Barton County Health Department and Rick Fast, Darrell Kentner and Mike Harvey, Health Department Board Members and discussed the Food Sanitaion Ordinance changes. A public hearing is planned for November 7, 2011 at 3:30 p.m. at teh Courthouse.

County Commission discussed the Barton County Food Service Sanitation Ordinance and decided not to make a decision until after talking to Linda Talbott and Brian Oberman.
County Commission met with Walter Howery, Richland Township Board Memeber concerning work that was done on a road right of way in Richland Township. He also inquired about the reimbursement to townships brush removal program.

County Commission approved the Golden City Township Boards appointment of Kathryn Boehne as Golden City township Clerk. Her term will expire in April 2013.

The Barton County Commission met and approved expenditures.
Prior Commisison minutes were read, one addition was made. Dennis Wilson moved to accept minutes Bonda Rawlings seconded and all agreed.
A discussion on vacation pay was held. Dennis made a statement "to have the clerk go back through the payroll files to when the county switched over to encode and figure the employees that have lostt vacation time due to the way the acrual is fiqured and total it up."
Information was received from Frances Cato, Treasurer, that Dean Sullivan signed a contract to work in her office as part time Deputy not to exceed 20 hours per week starting September 26, 2011 at $8.00 per hour.
Dennis moved to order four more pear trees for the east side of the courthouse. Bonda seconded and all agreed.
Met with Stan Davidson landowner in Southwest Township, he was wanting the county to brush cut the intersections of SW 160th Ln/90th Rd, SW 160th Lane/SW 80th Rd and SW 130th Ln/80th RD for visability. He also wanted a culvert on SW 80th Lane widened.
Met with Mitch Shaw, Sheriff, and discussed charging a $2.00 surcharge per court proceeding according to RSMo 488.5026 for a finger print system to purchase with the City of Lamar. The money will go into inmate Security Fund for the purchase of an electronic finger print machine.
Mitch also wants to have Jason Banta come in to work on 911 dispatch computers. He will talk to Jason and get back to the Commission on this.
Met with Road and Bridge Crew leader, Buddy Kelsey and went over the duties of the crew for the week.
Meeting was adjourned and will meet again on Monday, October 3, 2011 at 9:00 a.m.
